(b)in the case of candidates who were exempted from the qualifying examination on the ground that they had already passed an equi- valent examination, "date of examination" means the date of the examination from which they were exempted.

9. I am to conclude by remarking that, as promotion is normally automatic to the top of class at II and promotions to class I are by selection, the question of seniority is not of great import- ance, though, of course, it id essential to have some recognised order in which to print the names of officers in the Civil List

and elsewhere.

10, Payments of salary, and of arrears of salary, under this scheme will be made to passed Cadets, and failure the prescribed examinations within the proper periody affect both salary and seniority as here laid down.
